Description

The U.S. government has supported the professional development of educators of children with disabilities for almost 50 years (see Martin, 1968). In the late 1960s the federal Bureau of Education for the Handicapped (BEH) began making what were called practice improvement investments (Gallagher, 1968). BEH awarded grants for research, development, and demonstration projects to discover and validate new practices. In addition to providing personnel training grants, BEH also made awards for implementation and adoption projects to help educators and families learn about validated practices and how to use them effectively. Today, BEH's successor, the U.S. Office of Special Education Programs (OSEP), continues this long tradition of supporting the effective translation of research into improved practices for special education and early intervention. The 2004 Individuals with Disabilities Education Improvement Act (IDEA, 2004), Part D (National Programs), currently provides about $340 million in annual support for national centers and projects for research, training, and technical assistance (TA). Part D awards for TA include about $50 million in annual support for its Technical Assistance and Dissemination (TA&D) Network. The Network members, including national TA centers, regional resource centers, and clearinghouses, are charged with building the capacity of states, districts, and other entities (e.g., institutions of higher education) to better meet the special needs of infants, toddlers, children, and youths with disabilities.
